Cumberland solid waste director accused of official misconduct, sexual battery

Cumberland County's solid waste director faces felony counts accusing him of sexual battery and official misconduct as well as a misdemeanor count of assault, records show.

Michael H. Harvel, a former Cumberland County commissioner who may seek office again, will be arraigned March 19 in Cumberland County Criminal Court, according to the Cumberland County Criminal Court Clerk's Office. He's free on bond.

A grand jury returned the indictment Monday against Harvel, 56. He could not be reached for comment Tuesday.

Harvel faces one misdemeanor count of assault, two felony counts of sexual battery and one felony count of official misconduct, according to records. Detective Jason Wilson investigated the case.

Records state he assaulted a woman Feb. 8.

The indictment also states Harvel sexually battered a woman some time between January 1 and Feb. 21 of this year. He's charged with the same crime against the same woman some time between Aug. 1 and Oct. 1 last year.

He's also alleged to have abused his public position between June 2016 and Feb. 21 of this year. The indictment states, Harvel "...did intentionally or knowingly while acting as a public servant commit an offense with intent to obtain a benefit or to harm another and receives a benefit not otherwise authorized by..."

10News does not identify alleged victims of sex crimes.

Harvel has picked up a petition to run for Cumberland County Commission but has not yet returned it. The election is in August, according to the Cumberland County Election Commission.
