KCSO arrests one following raid at North Knoxville tire store

The Knox County Sheriff's Office said the store bought merchandise from other people that was originally purchased with EBT cards.

Knox County deputies have arrested one person after raiding a North Knoxville businesses accused of buying stolen products and goods purchased with EBT cards.

The Knox County Sheriff's Office said 25-year-old Justin Tyler Carter was arrested at Quality Tire and Battery at 2943 Central Avenue.

The KCSO has been conducting a series of raids recently busting stores engaged in EBT fraud. As in other raids, the KCSO said an undercover officer sold merchandise that was allegedly stolen and as well as items bought with EBT cards that were requested, receiving cash in exchange.

Officers said they found cash, stolen batteries, soft drinks, motor oil and other goods as part of a three-month investigation conducted by the Organized Retail Theft Unit.

"This type of fraud we’re combating is helping to put a dent in the opioid crises,” said Sheriff Spangler. “Often times drug addicts use their EBT cards to buy merchandise requested by a store owner and then are given cash that goes to buy drugs instead of food for their family. This is one way we hope to protect our citizens.”

Carter is being held on a $5,500 bond for theft, EBT fraud, and a computer offense. KCSO said more arrests are expected.
