Man accused of exposing himself to teen at Knoxville library accused again

Scott Edward Taylor, 37, was arrested Monday on charges including engaging in sexual activity with the intent to have a minor view, indecent exposure, and simple possession of marijuana, according to Knoxville Police.

The Knox County Sheriff's Office is urging people to report instances of indecent exposure involving a 37-year-old man accused in several incidents.

Scott Taylor, 37, was already in custody on Knoxville Police charges for indecent exposure, engaging in sexual activity with intent to have a minor view, and simple possession when he was accused of exposing himself at a store in the Turkey Creek shopping plaza.

Taylor has been accused of exposing himself at Five Below on Dec. 14, 2017. The victim told KSCO that she recognized him from a previous encounter that happened on Dec. 5.

According to authorities, Taylor has a criminal history in Knox County of simple possession/casual exchange, driving under the influence, assault, resisting arrest, possession of drug paraphernalia, evading arrest, multiple traffic offenses, and domestic assault. He is being held in the Roger D. Wilson Detention Facility on a combined $13,000 bond.

A man accused of exposing himself to a teenage girl in the lobby of the library on Golf Club Road has been arrested.

Scott Edward Taylor, 37, was arrested Monday on charges including engaging in sexual activity with the intent to have a minor view, indecent exposure, and simple possession of marijuana, according to Knoxville Police.

KPD said they responded to the Bearden Branch Library on Dec. 12 at around 4:41 p.m. and the victim told them she was in the lobby of the library when Taylor approached her and attempted to touch her. The teen went to the women's restroom to get away from him and she told investigators that when she left, he exposed himself to her.

The victim immediately called 911 after that, KPD said.

Taylor is being held in the Roger D. Wilson Detention Facility on a $13,300 bond.

It's not the first time Taylor has been accused of exposing himself in public.

In 2014, Taylor was allegedly in the Disney Store in the West Town Mall when he reportedly exposed himself.

WBIR reported in 2014 that a Knoxville Police release stated that he tried to run away when an officer tried to place handcuffs on him. The suspect and the officer then fell to the ground, and Taylor allegedly kicked the officer in the face and ran out of the mall.

In that release, officials said they were able to arrest Taylor on Kingston Pike shortly after the incident. He was then charged with one count of assault, evading and resisting arrest. At the time, authorities already had a warrant on file for his arrest for failure to obey court orders.
