A greenway project in Halls is on hold after the Tennessee Clean Water Network filed a complaint that the Tennessee Department of Environment and Conservation didn't finish required wetland work.

Knox County was about to purchase land from a private owner to start the project, but decided to wait after the letter of noncompliance.

The county's parks and recreation director said in a statement that while it's disappointed not to move the project forward, it is not "in the best interest of the taxpayers to assume responsibility" for the wetland mitigation project.

The cost to fix the issues is estimated between $20,000 and $75,000.
