Former Monroe Co. deputies charged with assault

A grand jury has indicted two Monroe County deputies accused of pepper spraying an inmate with assault and official misconduct.

Those charges are more serious than the original charges of simple assault.

Two former Monroe County Sheriff's deputies are charged with assault after an incident at the jail.

Monroe County Sheriff Bill Bivens has still released no details about the incident, which happened on January 17.  The arrest warrants show that the deputies sprayed an irritant material on Randy Carter, causing "pain or temporary bodily injury."

On January 20, Biven announced that several employees had resigned because of what happened.

Wednesday, he said that District Attorney General Steve Bebb has further reviewed information related to that incident, and decided to file charges of assault against former deputies John Wilburn and Thomas Goodman.

The sheriff said both men booked into the Monroe County Jail Wednesday afternoon, and were then released $1000.00 bonds.

The Monroe County Sheriff has accepted the resignation of several employees after an incident at the jail.

According to a release from Sheriff Bill Bivens, an "event" at the jail on January 17 initiated an investigation into the actions of several employees.  Bivens did not specify how many employees were involved, their names, or positions.

He said the investigation involved "the possibility of improper procedural issues on the part of other employees of the Sheriff's Office in their handling of an inmate in custody at the jail."

Sheriff Bivens said after a meeting on Friday, January 20, with the employees in question, he accepted their resignations.

District Attorney General Steve Bebb was informed of the incident by Sheriff Bivens.  He does not have the full report yet, but said he thinks two officers were involved, and that it doesn't sounds like there was anything criminal involved.

Bebb said he would review the report and determine if further investigation is needed.  He said there is video of the incident, and it is being held in case it is needed for an investigation.
