CHATTANOOGA, Tenn. (AP) -- As the Hamilton County Commission responds to a prayer lawsuit, the commissioners' new policy on prayer has disgruntled at least one minister.

Minister Eddie Bridges told the Chattanooga Times Free Press he called Tuesday to confirm when he was supposed to be in the chamber only to be told another preacher was scheduled to offer prayer.

Bridges -- of Universal Life Church -- said he had responded by email to the commission's first come-first served policy to begin each meeting with a public prayer.

Commission Chairman Larry Henry said ministers are supposed to send a letter. The policy states only "a written reply."

Bridges has been rescheduled for Nov. 29.

The formal policy followed a federal lawsuit by two people who want to end the prayers.
