Tennessee leaders have less than two weeks to decide whether the state should create its own health insurance exchange or use the one the federal government sets up.

All states must select one of these two choices under the Affordable Care Act. After a recent extension, states have until Dec. 14 to decide which one.

Governor Bill Haslam said Monday he is in the middle of daily conversations with the Department of Health and Human Services.

"They haven't answered all our questions to date. That's why we're working hard to get answers about how it would work," said Haslam. "This is a C-change in how insurance works in our country, and there's still way too many unanswered questions for me for something this big."
