Public hearings started Wednesday, as Knoxville Mayor Madeline Rogero begins working on her plan for next year's budget.
The mayor and other city leaders will meet with the leaders of each department as part of the budget planning process for the next fiscal year. The police and fire departments presented their budgets first.
Mayor Rogero says putting a budget together is complicated.
"There are always more requests than there will be revenues. So I expect my department heads, my chiefs and others to lay out what they think is needed in order to do the job that we expect of them. But they know that I then have to go back after several days of hearings and sit down with the finance director and my deputies and figure out what we can actually afford," said Mayor Rogero.
