Dolly Parton's brother Randy has been barred from performing at the North Carolina theater that bears his name. Roanoke Rapids Mayor Drewery Beale said yesterday the country music singer has violated a contract clause requiring him to "perform in a professional manner." He said a visibly impaired Parton has had to be escorted out of the theater and carried home several times, including on Thursday. The city borrowed $21.5 million to build the theater, hoping it would boost the economy of the struggling textile town. But turnout has been disappointing. Beale said Parton has failed to promote the theater and hasn't lived up to promises to bring in top acts, including his sister. Parton's attorney said Friday the city was unfairly impugning the singer's reputation.
