States weigh laws to stop anti-gay protests at soldiers' funerals

At least 14 states are considering laws to stop members of a small Kansas church from picketing at funerals, including those of U.S. troops killed in Iraq and Afghanistan

Members of the Westboro Baptist Church have outraged grieving families by carrying anti-gay signs that say God is punishing the United States for accepting homosexuality.

The Topeka church only has about 75 members, most of them belonging to the extended family of the independent church's pastor, the Reverend Fred Phelps.

Several of the bills have moved quickly, with backing from governors and lawmakers. But passage could set up a clash between privacy and free speech rights, with court challenges almost certain.
