President Obama will address the nation at 12:45 pm

(WBIR) President Obama will address the nation on the Affordable Care Act implementation and the government shutdown at 12:45 p.m. Tuesday.

The speech was originally planned for 12:25 p.m., but it was postponed.

USA Today reports that the president will meet with beneficiaries of the Affordable Care Act at noon. Starting today, uninsured Americans will have six months to buy insurance through the exchanges, which is a series of state and federally funded websites. The Congressional Budget Office estimates that 7 million people will buy through the exchanges. The sites are open despite the government shutdown.

The president has told Republicans repeatedly he will not give in to any plan that undermines the health care law. Deadlock also continues on Capitol Hill. Hours after the government shutdown began, the Senate rejected the House's request to hold formal talks on a stopgap spending bill that would end the stalemate.
