Governor Bill Haslam is sharing his advice about higher education with a national audience.
The governor has written an article that is featured on Time's website. It's one of eight ideas for higher education featuring well-known faces, and it focuses on funding education.
He says states should pay colleges and universities based on the progress their students are making, not the number of students attending the school.
He points out that Tennessee has been using that model since 2010, and believes it's beginning to show results.
