Knoxville City Council has cleared the way for a new Kroger store in Powell.
The company plans to build a store at the old airport site, but the land is prone to flooding. Developers say they will contain that water in a retention pond, and flooding should not be an issue.
Tuesday, City Council voted on second reading to remove the property's flood zone designation. That development can now move forward.
