Health and Human Services Secretary, Kathleen Sebelius, headlined an event in Memphis Friday about the Affordable Care Act. But attention quickly shifted away from healthcare thanks to a parting gift given to the secretary.

A Memphis Daily News photographer snapped a picture of Tenn. State Sen. Brian Kelsey (R-Germantown) handing her a copy of "Web Sites for Dummies."

Kathleen Sebelius' office did not give a comment when asked by CNN, but in the photo, Sebelius appears to be unhappy with the gift.

Senator Kelsey later tweeted that the book was "simply a reminder" that "Tennessee does not want medicaid expansion."

This comes just 48 hours after the Health and Human Services Secretary was on Capitol Hill defending the new insurance exchange website.
