(WBIR) Knoxville police said a man, who hit three people standing on the shoulder of I-40 in west Knoxville Sunday morning, was driving without a license and wasn't carrying insurance.
Officials charged the driver Francisco Javier Zarate Rodriguez, 20, with two counts of vehicular homicide and one count of vehicular assault among other charges.
Before the accident, a VW Beetle, carrying Joshua Hensley, 21, and Brittany Branch, 19, broke down on the shoulder of the westbound lanes between Cedar Bluff Road and Pellissippi Parkway. Jake Jennings, 20, saw the stranded car and pulled over to see if he could help, according to investigators.
Rodriguez then allegedly lost control of his car and hit Hensley, Branch and Jennings. Both Hensley and Jennings died in the accident. The crash also severely injured Branch. As of Monday morning, UT Medical listed her as critical.
Officials said it's unclear why Rodriguez lost control of his car.
Authorities on Sunday night identified the victims of a fatal crash on I-40 Sunday morning that has one man facing charges.
Two pedestrians were killed and a third was injured after they were hit by a vehicle while standing on the shoulder of the interstate this morning.
The investigation found a 1963 VW Beetle, with two occupants, had broken down on the shoulder of I-40 westbound between Cedar Bluff Road and Pellissippi Parkway.
Another vehicle, a 1996 Nissan Skyline had pulled over as well to see if he could help.
Then KPD said a third driver lost control of his vehicle and crashed into the three people.
KPD said Joshua Hensley, 21, and Jake Jennings, 20, died at the scene of the accident. A passenger in the VW Beetle, Brittany Branch, 19, is listed in serious condition as of late Sunday night at UT Medical Center.
The driver of the third car, 20-year-old Francisco Javier Zarate Rodriguez, is charged with 2 counts of vehicular homicide and one count of vehicular assault.
KPD said Rodriguez was driving without a license and wasn't carrying insurance.
Update Sunday 3 p.m.
Two pedestrians were killed and a third was injured after a vehicle hit them while standing on the shoulder of I-40 westbound Sunday morning, according to authorities.
KPD said officers arrived on the scene just west of the Cedar Bluff interchange to find three pedestrians had been hit by another vehicle. The crash shut down two lanes of I-40W for several hours Sunday morning.
The preliminary investigation found the three were standing by two vehicles on the right shoulder of I-40 when a third vehicle veered off the road and hit the pedestrians.
KPD said investigators are still working to determine why the group was pulled over on the shoulder.
Two of the pedestrians were pronounced dead at the scene, and a third was transported to UT Medical Center with what KPD described as severe injuries.
The driver and passenger in the vehicle which hit the pedestrians were also taken to UT Medical Center with non-life threatening injuries.
The names of the victims have yet to be released.
(WBIR-Knoxville) Two lanes on I-40W remain blocked after a Sunday morning crash near the Cedar Bluff exit.
Family members of victims were reported to be at the scene of the crash involving three vehicles.
As of 11:45 a.m., traffic was still slow moving.
