The fees for that investigation may be going up, and the laws could require laboratories to keep more people on staff.

Mayors in several smaller counties like Greene, Hawkins, and Hancock say they're trying to figure out how to come up with additional money to pay for a higher payroll and costs.

One option would be finding somewhere else to go like Nashville or Knoxville.
