1 1/2 cups cold water

3/4 cup sugar

1/4 cup unsweetened cocoa powder

2 tablespoons all-purpose flour

1 teaspoon cinnamon

1/4 teaspoon cloves

1/4 teaspoon salt

6 cups milk

1 teaspoon vanilla extract

In a medium-size heavy saucepan, whisk together water, sugar, cocoa powder, flour, cinnamon, cloves and salt.  Simmer until thick and hot.  Add milk and vanilla. Reheat and beat with stick blender or mixer.
