In his two terms in office, Gov. Bill Haslam has put money and political capital behind boosting access to higher education in Tennessee.
He helped spearhead the Tennessee Promise and Tennessee Reconnect programs, which provide high school graduates and adults access to tuition-free community and technical college.
But Haslam acknowledges that work remains to keep students enrolled and help them graduate.
