What impact does the Farm Bill have on East Tennessee?

Key pieces of the plan may impact the lives of people across East Tennessee.

In a rare bipartisan move, Congress passed the Farm Bill on Wednesday. 

The 800-page bill amounts to $867 billion and covers a wide range of spending-- including help buying groceries for people in need and hemp production.

The Farm Bill gets passage about every five years, and UT Agricultural and and Resource Economics professor Aaron Smith says that means farmers will have some stability  for the next few years in insurance, commodities, subsidies and other programs. 

"Farming is a very difficult business as it is, and if you don't have certainty of programs, it can make it much more difficult," Smith said. 

He said the bill is similar from the past, but what jumps out to him is legalizing hemp production.

Hemp is a form of cannabis that has trace levels of THC, and in Tennessee, industrial hemp production is legal. Some researchers believe its sales will soar in the next few years. 

Smith says at the very least it provides a new revenue source for farmers. 

"But you have to make sure you are aware there's a market for that product, right? And so sometimes you can saturate that market really quickly," Smith said. 

Smith says a big part of the bill is the provisions about food stamp -- or SNAP benefits. 

He said about 80 percent of the bill is SNAP spending, and said some people may not understand why it's included in the Farm Bill. 

"Nutrition is something that kind of conveys an aspect of agriculture, the food that is moving into these urban areas with the rural community," Smith said. 

Some lawmakers wanted stricter work requirements for those receiving the benefits, but according to the Washington Post, that didn't make it into the bill. 

The bill goes to President Trump, who is expected to sign it.
