As TDOT prepares to reopen I-40 through downtown Knoxville to much fanfare, one high-profile guest will be notably absent. Gov. Phil Bredesen canceled at the last minute, due to ongoing budget work.
Bredesen's office sent out an announcement just before 11 Friday morning.
