KPD sergeant to receive almost $4,000 monthly pension after alleged misconduct

KNOXVILLE, Tennessee — The Knoxville Pension Board confirms to 10News that now-retired Knoxville Police Department Sgt. Bobby Maxwell will receive an almost $4000-a-month pension after complaints emerged about him making vulgar comments during a department meeting about violent oral sex with women.

The pension board approved Maxwell's pension on July 11, nearly 3 weeks after a formal complaint was filed about his behavior.

The exact amount is $3,778.35/month.

He was on the force for 26 years, 7 months and 7 days before he abruptly retired July 1 after Lieutenant Travis Brasfield filed a complaint seeking an internal investigation.

Brasfield's complaint refers to Maxwell's vulgar comments about oral sex that were heard in the video and alleges that administrators downplayed them; how superiors addressed a Knox County deputy's complaint that a KPD officer was having sex with the deputy's wife; and that KPD Capt. Tony Willis allegedly withheld exculpatory evidence that could have exonerated a defendant who was purportedly convicted in a federal case.

Brasfield also raises questions about how supervisors responded to an allegation by a young woman that an officer may have traded a sexual favor for a break on a marijuana charge.

Internal Affairs is looking into the complaint. WBIR has requested the results of that investigation, and city Law Director Charles Swanson said documents will be available after the review is complete.
