TBI: Jamestown officer shoots and kills man armed with machete during domestic dispute call

The TBI said officers used a Taser at first. Agents said it wasn't effective, and an officer then shot the man "for reasons still under investigation."

JAMESTOWN, Tenn. — A man died after a Jamestown Police Officer shot him during a domestic dispute call on Wednesday, according to the Tennessee Bureau of Investigation.

The TBI said officers responded to the 200 block of North Smith Street on Wednesday just after 9 p.m. Agents said officers arrived to find a man armed with a machete and said the man refused to comply with verbal commands.

At one point, the TBI said a Jamestown officer used a Taser, but it was not effective. One of the officers then pulled out their gun and shot the man. State agents said they are still investigating why the officer shot him.

The man, later identified by the TBI as 47-year-old Raul Portugal, was taken to a hospital in the area where he was pronounced dead. The TBI said no officers were hurt.

Eighth Judicial District Attorney General Jared Effler asked the TBI to investigate the circumstances behind the shooting.

This is the second shooting by a Jamestown officer that the TBI has been called to investigate this year. In late January, the TBI said a Jamestown police officer shot a man on Rugby Avenue while responding to a call. Similarly, the TBI said the shooting was for "reasons still under investigation." On March 14, Effler said that case had been closed because he determined "the officer's actions were totally justifiable."

The TBI also said Wednesday's shooting was the 13th time it's investigated a shooting of this kind — six of which were in East Tennessee. 

"I can never remember having two shootings in less than a month. It troubles us because we know some of the people, they're our friends, some are customers too, and the police officers are friends also," said Debbie Williams, a local business owner.
