Man with HIV convicted for raping a vulnerable adult

KNOXVILLE, Tenn. — A man with HIV was convicted Tuesday after pleading guilty-as-charged to raping a vulnerable 18-year-old man, according to Knox County District Attorney General Charme Allen's office. 

Authorities said the victim had mental limitations that gave him the cognitive abilities of a child.

John Michael Perez-Cisneros, 57, was charged with telling the victim to get on a bus to his house where he was raped after watching a children's movie and eating ice cream, prosecutors said. 

The victim called his parents who then notified police, authorities said.

The Knox County Sheriff's Office led an investigation into the incident, including an interview with the victim and DNA analysis they said linked Perez-Cisneros to the crime.

Knox County Judge Steve Sword sentenced Perez-Cisneros to eight years in prison without the possibility for parole.

"Our role as prosecutors is to defend the public from predators, especially those who prey upon the vulnerable," District Attorney Charme Allen said. "Thanks to the bravery of this victim and the hard work of law enforcement, this perpetrator is now behind bars."
