TBI: 13 indicted, 8 arrested for meth distribution in Blount County as part of 313 Initiative

The 313 Initiative is focused on identifying groups of people from the Detroit area who are bringing deadly drug combinations to East Tennessee, the TBI said.

MARYVILLE, Tenn. — Thirteen people from Blount County were indicted after an undercover investigation into methamphetamine distribution, the Tennessee Bureau of Investigation announced.

The investigation was part of the 313 Initiative which is focused on trafficking illicit drugs into Blount and Knox Counties from Detroit, according to the TBI.

Agents worked alongside partner agencies to conduct surveillance and multiple controlled purchases of narcotics, the TBI said. 

During the investigation, multiple search warrants resulted in the seizure of approximately five pounds of meth, more than a pound of fentanyl, cocaine and seven firearms, according to the TBI. 

On Monday, April 1, the Blount County Grand Jury returned indictments charging 13 people. Eight of those 13 people have been arrested, the TBI said. 

Gregory Salvatore Celentano, Joseph Shane Todd, Vida Elizabeth Clack, Mary Faye Graham, Matthew Clay Humphrey, Noah Olen McDowell, Seth Austin Stokes and Rashawn Maurice Jones were all charged with conspiracy to distribute 300 grams or more of methamphetamine, according to the TBI.
